MANDATE

The Supply and Property Management Office (SPMO) is mandated to administer and provide supply and property management services to the central administration of the university. This includes the following responsibilities:

FUNCTIONS OF THE SUPPLY AND PROPERTY MANAGEMENT OFFICE

The Supply and Property Management Office (SPMO) is a key unit overseeing procurement and asset management at the University. Responsibilities include supervising office operations, leading the Bids and Awards Committee (BAC) secretariat, and preparing reports for submission to regulatory bodies. In procurement, the SPMO manages the entire cycle, from preparing purchase orders and obtaining price quotations to monitoring deliveries. It maintains records of property acquisitions, assists in insurance coverage, and contributes to annual inventory-taking and disposal. The office also manages the Stockroom, provides technical assistance to users, and posts procurement information on relevant platforms. In the absence of a Procurement Office, the SPMO serves as a BAC secretariat throughout the bidding stages, maintains the supplier registry, and assists the BAC in ensuring compliance with procurement regulations.  

Overall, the SPMO is a central hub for efficient and compliant procurement and property management practices within the University.
