UP MINDANAO NONTEACHING PERSONNEL CONFERENCE 2025

With the theme “Building Foundations for a Stronger UP Mindanao Non-Teaching Personnel,” the University of the Philippines Mindanao held a two-day Organizational Development Seminar-Workshop for its administrative staff on 14–15 May 2025. The program aimed to strengthen the alignment of personal and institutional values, enhance decision-making capabilities, and promote teamwork grounded in the university’s mission and core values. The seminar-workshop served as a milestone initiative in empowering non-teaching personnel through values formation, strategic planning, and collaborative problem-solving.

May 14, 2025 - The first day opened with registration and orientation, followed by the singing of the Philippine National Anthem. The seminar was officially launched through a Welcome Message from Chancellor Prof. Lyre Anni E. Murao, PhD, who highlighted the role of unity amid diversity and the importance of administrative personnel in actualizing UP’s mission.

In the morning session, Prof. Tiffany Adelaine G. Tan, Assistant Vice President for Administration (Organizational Development and Operations) of the UP System, led a values-centered session titled “Personalities and UP Mission: We all differ but our mission brings us together.” She guided participants through personal reflection, habit formation (“seek first to understand, then to be understood”), and the application of ETHIC — UP’s behavioral framework tied to its core value of honor.

Using personality models (MBTI, Big Five, Dark Triad), perception theories, and practical insights, the session deepened staff understanding of workplace dynamics. It emphasized empathy, teamwork, and integrity as foundations for professional growth and alignment with UP’s mission.

In the afternoon, Mr. Pepito T. Dizon, Program Development Associate for Organizational Culture and Productivity at the UP System, conducted an interactive session on Completed Staff Work (CSW). He emphasized CSW as a key tool for management efficiency, allowing staff to present well-analyzed, actionable recommendations that support evidence-based decision-making. Through examples and group discussions, participants explored how CSW enhances professionalism, accountability, and productivity in the workplace.

The day closed with Asst. Prof. Leo Manuel B. Estaña, Vice Chancellor for Administration, thanked the attendees for their enthusiasm and encouraged them to integrate their new insights into their daily work.

May 15, 2025 - The second day of the conference focused on empowering non-teaching personnel, strengthening leadership, and supporting professional growth. The session opened with a reiteration of the program’s objectives and a reminder of Chancellor Lyre Anni E. Murao’s call for leadership and empowerment across the university. Activities included a planning session and a town hall, where sectoral concerns from a pre-event survey were discussed to inform the upcoming University-wide Strategic Planning in July 2025. Mr. Remie Aurelio, Jr. presented survey findings under key themes such as resource limitations, administrative and process issues, and staff capacity. Participants, grouped by roles, worked on identifying root causes and crafting solutions, with guidance from VC Leo Estaña. Group presentations featured creative team introductions and core values, including integrity, compassion, and teamwork. A forum discussion addressed concerns around limited training access and resistance to training, revealing deeper systemic challenges in staff development and inclusion.

“These group reports and recommendations will serve as inputs to the university’s upcoming strategic planning,” shared Executive Assistant Allan Villanueva.

A Town Hall session followed, offering staff a platform to raise concerns directly with university leadership. Issues ranged from university-wide systems to specific departmental challenges. VC Estaña addressed administrative priorities, while Land Management Chief Joel Sagadal, Budget Officer Jo-An Garcia, and Prof. Vic Calag provided insights into land use planning, financial procedures, and workplace automation, respectively.
